The email that I sent to the board
president the evening of our second meeting on 1/20/20 was acknowledged the
next day. I received no other
communication from any board member prior to the scheduled time for our third
meeting on 2/17/20. But when I got there I found the 6:00 meeting had apparently been canceled.
I wrote again to the board president at
6:33. Two days later, Secretary
Bernstein wrote: “…I believe I have the
wrong email address written down for you…My sincere apologies if that's why you
haven't received my emails. I sent out an email Monday night and I have
included that below. Information that I have sent to the committee, I will
resend to this email address. Again, I apologize. -Amy”
(Seven days after I received that
admission from Secretary Bernstein (and nine days after I was left waiting
alone in the Rockland parking lot) on February 26th, the board
president finally responded pointlessly, “All information you have requested
below (your email dated February 17th 2020) has previously been provided via
email, please check any other email accounts you may have used to correspond
with members of the board.” Naturally, I replied immediately.)
She also sent an email “documents” with
the two PDF documents that were omitted from our 3-ring notebooks. She also sent an email “additional documents”
with two PDF documents including a “Response Time Analysis” created by “B.G.
Mack” and dated 10/10/18. She also sent
an email “reports” with the three PDF documents and four spreadsheets including
“Knollwood Fire – Run Log 010116-093018(1).pdf”
Two days after that, I received a zip
file from Treasurer Snoblin “documents for next
meeting” (that he said he was sending for Secretary Bernstein) containing nine
PDF files and yet another email “inventory” from Secretary Bernstein containing
one PDF, one spreadsheet and one Word document.
The “Knollwood Fire – Run Log
010116-093018(1)” lists raw data for 1844 records over 33 months made from
1/1/16 through 9/30/18 and is the fodder for my analysis below. “Response Time Analysis” dated 10/10/18
appears to be based on a superset of those 1844 records that is “inclusive of a
36‐month period from November
of 2015 to October of 2018.”
The conclusion from the “Response Time
Analysis” dated 10/10/18 is that the “Average Time KFD provided Advanced Life
Support while awaiting ambulance” based on 372 records was 39 seconds. My conclusion (below) based on 373 records
was 28 seconds.

On February 19th I received a
127-page PDF
that the other committee members received on January 29th. In the upper-left corner of each page is
printed “Title: Knollwood Fire – Run Log” and in the upper-right, “Printed on
Sep 12, 2019.” So
this document was produced one month after the IGA contract was signed but the
dates of the 1844 records it reports range from January 1, 2016 through
September 30, 2018.
Most of the records are “mutual aid
requests” and other noise that obscures the signal. 490 records identified as AMBO and AMBE
however appear to be legitimate ambulance calls for service from Rockland
residents.
Such calls are answered by one of the
Rockland trucks, usually Rescue 44 designated R44 (sometimes E44 or others)
which is (are) not able to transport a patient to a hospital. During this time period Rockland had an
ambulance-only contract with neighboring districts which sent a transporting
ambulance to Rockland calls.
That resulted in the unusual
response of two ambulances to nearly every Rockland ambulance call. Apart for the technical question of “too many
cooks spoiling the broth,” and the financial question of district residents
paying for that redundancy, this provides a unique opportunity to compare the
responsiveness of the local volunteer department to the more remote
professional ones.
In-district service always takes
priority over mutual aid (distinguished from “automatic aid”) requests from
other districts, but sometimes a mutual aid mission (or other mission) had
committed local resources at the time a local call for service is
received. In such cases, the
administrative decision to send Rockland resources out of the Rockland District
confuses the response time calculation.
For example, on July 4, 2016 R44 was
unable to respond to a Jenkisson address because it
was on a fire call and on 8/30/16 R44 was again unable to respond to that Jenkisson address because it was on a mutual aid
mission. Such records must be excluded
in order to preserve a valid comparison of the two ambulances, apples to
apples.
Of the 490 ambulance records, I excluded
five for R44 mutual aid commitments. I
excluded 40 that were apparent false alarms, 35 that were cancelled en route, 33 for transporting ambulance mutual
aid commitments and four that were obvious bad data. The tables below report the remaining 373
records which represent both ambulances responding to valid Rockland ambulance
calls unhampered by mutual aid.
The first two columns, Dispatch Date and
Dispatch Time, link the rows in the table below to the original records in the
127-page PDF. The last
two columns, R44 Arrival and ALS Arrival, report the on-scene time for
each of the two ambulances. Times are
reported without regard to AM/PM distinction except for two records where it
was relevant to the difference calculation.
Response time is calculated as the time difference of Dispatch and
Arrival includes both turnout and travel.
The average response time of
the 373 records for R44 was 4 minutes and 49 seconds. The average response time of the 373 records
for the transporting ALS ambulance was 5 minutes and 17 seconds. The difference in average response times is
less than a half-minute.
The 373 records are gathered in three
groups. There were 76 records where the
ALS ambulance arrived more than 30 seconds before R44. There were 150 records where the two
ambulances arrived within 30 seconds of each other. There were 147 records where R44 arrived more
than 30 seconds before the ALS.
Therefore, if arrival times of less than
30 seconds are taken as effectively arriving at the same time, then the two
ambulances arrived at the same time 40 percent of the time. The ALS ambulance arrived first 20 percent of
the time and R44 arrived first 39 percent of the time.

February 19th of this year you sent to me
Knollwood%20Fire%20-%20Run%20Log%20010116-093018(1)%20(1).pdf which you wrote
had been sent to other committee members on January 29th, three
weeks earlier. The document contained
1844 records of apparatus deployments from which I selected 373 of interest.
As I
reported at the March 2nd committee meeting, “The average response
time of the 373 records for R44 was 4 minutes and 49 seconds. The average response time of the 373 records
for the transporting ALS ambulance was 5 minutes and 17 seconds. The difference in average response times is
less than a half-minute.”
The
373 records are listed at pxxq.com/numbers/thirdmeetingagain.htm
and specify the date and time of dispatch, which links each of the 373 records
to the corresponding record among the 1844, providing an exact audit
trail. Consequently, the Rogers Board
knew, or could have known, that the delay in service was a negligible 28 seconds,
thus established.
In
conjunction with the certain knowledge that, barring the Malinowski Board
robbing the district taxpayers of the fruits of the nearly-completed efforts to
sell the real estate of the district, the district taxpayers would benefit from
a stable and reduced cost of service, this comparable speed of service made
their “outsourcing” initiative rational and proper.
